Benin and Togo Sign MoU for Free International Mobile Roaming under ECOWAS regulations

This memorandum of understanding between Benin and Togo represents a significant step forward in the efforts to enhance communication and roaming connectivity between West African nations. The MoU is expected to stimulate economic activity by facilitating business communication and social connectivity across borders. It will also encourage tourism, as visitors will no longer be deterred by high roaming charges. This move is likely to prompt other ECOWAS member states to consider similar agreements, further promoting regional integration.

The MoU caps mobile internet roaming service rates, which will be set at a maximum XOF2.2 (USD0.0035) per MB for Togolese residents visiting Benin, compared with existing rates of up to XOF8,000/MB – potentially making roaming data 3,600 times cheaper.

It’s also worth noting that this agreement, which dramatically reduces the cost of mobile internet roaming and international calls, could potentially increase digital inclusion in the region. However, it’s important to consider the potential challenges this agreement might pose for mobile operators in both countries. While users will benefit from significantly reduced rates, operators may need to find ways to offset the decrease in revenue from roaming and international calls. This could lead to increased competition and innovation in the sector, ultimately benefiting consumers.

In July this year, Ghana and Cote d’Ivoire launched mutual roaming without surcharges via the ECOWAS regulations, while Togo is also in the process of finalizing a similar arrangement with Ghana under the ECOWAS framework.
