Until December 31, 2018, the minimum data traffic limit was calculated as follows: (tariff rate excluding VAT / 6) X 2. From January 1, 2019, instead, the following formula must be applied: (tariff rate excluding VAT / 4.5) X 2. From 2019, therefore, the cost per GB drops from 6 euros to 4.50 euros. This means that operators will have to adapt their offers by proposing more data traffic to customers in roaming mode within European countries.
Once the threshold is exceeded, you can continue to use data traffic, until December 31, 2018, at a price of 0.71 cents / MB (including VAT), based on the KB consumed (0.54 cents / MB, VAT included, from 1 January 2019).

The “Roam Like at Home” regulation of the European Union (EU) came into effect on June 15, 2017. This regulation requires mobile network providers to allow their customers to use their mobile phones while roaming within the EU at the same price as they would pay at home, subject to certain fair use limitations.
Under the EU’s Roam Like at Home regulation, the price for roaming within the EU is the same as domestic prices for the following services:
- Calls made and received
- SMS messages sent
- Data usage
There are, however, some fair use limitations on data usage. As of January 2022, the fair use policy allows customers to use up to 12 GB of data at domestic prices when traveling in the EU per month. Beyond this limit, operators may charge a small fee for additional data usage.
It’s important to note that the “Roam Like at Home” regulation only applies to roaming within the EU. Roaming outside the EU is not covered by this regulation and may be subject to additional fees and charges.
Overall, the EU’s Roam Like at Home regulation has made it much more affordable for travelers to use their mobile phones while roaming within the EU, providing greater transparency and cost savings for consumers.
