Croatia has one of the most developed telecom markets in Southeast Europe, supported by strong mobile adoption, EU roaming rules, expanding 5G coverage, and continued investment in fibre and very high-capacity networks.
The country has three main mobile network operators: Hrvatski Telekom, A1 Hrvatska, and Telemach Hrvatska. Alongside them, Croatian users can also choose from several secondary and virtual mobile brands, including Bonbon, Tomato, Simpa, Iskon.Mobile, and selected MVNO-style offers serving prepaid, budget, youth, tourist, and niche segments.
According to DataReportal, Croatia had around 5.98 million cellular mobile connections in late 2025, equal to 156% of the population. This means there are more active mobile connections than people, which is common in markets where users have multiple SIMs, eSIMs, business lines, connected devices, or prepaid travel plans.
Other mobile brands
Bonbon
Bonbon is a flexible mobile brand connected with Hrvatski Telekom. It is popular with users who want simple prepaid options, no long-term contract, and the ability to combine data, minutes, and SMS based on their needs.
Simpa
Simpa is Hrvatski Telekom’s prepaid mobile brand. It is widely available and aimed at users who want simple top-up mobile access without a subscription contract.
Tomato
Tomato is A1 Hrvatska’s budget-friendly mobile brand. It focuses on simple mobile plans, prepaid-style flexibility, online activation, and affordable data options.
Iskon.Mobile
Iskon.Mobile is part of the Hrvatski Telekom ecosystem. Iskon is better known for fixed broadband, but it also offers mobile services, often positioned around simple bundled telecom offers.
EU roaming in Croatia
Croatia is part of the European Union, so EU “Roam Like at Home” rules apply. Travellers from EU and EEA countries can usually use calls, SMS, and mobile data in Croatia without extra roaming charges, subject to fair-use limits.
However, roaming costs can still be high outside normal EU mobile networks. This includes ships, cruise ferries, aircraft, satellite networks, and areas close to non-EU borders where a phone may connect to another country’s network.

eSIM for Croatia
Croatia is well supported by travel eSIM providers. eSIM is a convenient option for visitors who want mobile data before arriving, without buying a physical SIM card at the airport or in a shop.
Most Croatia travel eSIM plans are data-only, so regular calls and SMS are usually not included. Apps such as WhatsApp, Viber, Telegram, FaceTime, Google Maps, Uber, Bolt, email, and online banking work normally over mobile data.
Travellers can choose between small data plans for short trips, larger plans for holidays, unlimited daily plans, or regional Europe eSIMs that include Croatia and other nearby countries.
SIM cards for Croatia
Physical prepaid SIM cards are still widely available in Croatia. They can be bought in operator stores, kiosks, supermarkets, petrol stations, airports, and tourist areas.
A Croatian prepaid SIM card can be useful for travellers who need a local number, voice calls, SMS, or larger local data bundles. Many prepaid SIMs include EU roaming, but the data allowance may be limited by fair-use rules, so it is worth checking before buying.
Croatia telecom market outlook
Croatia is a mature but active telecom market. The main competition is no longer only about voice and basic mobile coverage. Operators now compete on 5G, fibre broadband, bundled services, digital brands, business connectivity, and tourist-season network demand.
For consumers and travellers, Croatia offers good mobile choice and easy connectivity. For operators, the challenge is to keep improving capacity, coverage, pricing, and digital customer experience in a market where users expect fast data, simple plans, and reliable service everywhere from Zagreb to the islands.
