Berec issues new guidelines on wholesale roaming disputes

The EU’s telecoms regulator, Berec has adopted new wholesale roaming guidelines for national regulators at its latest plenary meeting. Berec announced the guidelines at a public debriefing in Brussels on the plenary. berec wholesale roaming

The new Guidelines replace the BEREC Guidelines of 2012 (BoR (12) 107 and include the changes of the amended Roaming Regulation. These guidelines shall contribute to the strengthening of competition on mobile markets and therefore to the enhancement of connectivity and innovation in Europe.
The aim is to provide guidance to national regulators on resolving any disputes or taking enforcement action when mobile network operators do not meet reasonable requests for wholesale roaming access, as required by the latest EU roaming regulation.
BEREC has also reasserted its commitment to contribute to the implementation of Roam-Like-at-home everywhere in Europe as of 15 June. The Plenary was indeed the occasion to share experiences of the implementation of Roam like at home at national level, through the presentation of specific national cases.

BEREC contributes to the development and better functioning of the internal market for electronic communications networks and services. It does so by aiming to ensure a consistent application of the EU regulatory framework and by aiming to promote an effective internal market in the telecoms sector, in order to bring even greater benefits to consumers and businesses alike.

Furthermore, BEREC assists the European Commission and the national regulatory authorities (NRAs) in implementing the EU regulatory framework for electronic communications. It provides advice on request and on its own initiative to the European institutions and complements, at the European level, the regulatory tasks performed by the NRAs at the national level.

The NRAs and the Commission have to take utmost account of any opinion, recommendation, guidelines, advice or regulatory best practice adopted by BEREC.
