This benefit for the inhabitants of the subregion is part of a regulation that was approved on February 19, 2020 and comes into effect on the first day of 2022. In it, the Ministry of Transport and Communications (MTC) and the regulatory body OSIPTEL They maintained a technical and coordinated work of months of negotiation with the other countries.

“It is good news to start the new year, as it will allow the brother countries of the Andean Community to unite more so that their citizens can use their lines without surcharges when they arrive in any of the four nations,” said the Minister of Transport and Communications (MTC), Juan Silva.

It should be remembered that international roaming service providers may not under any circumstances condition or charge additional charges or retail rates different from those established for the use of this service. This is in addition to the fact that roaming is only activated if the user requests it in advance and expressly to their provider.

In this way, the MTC contributes to improving connectivity and accessibility, as well as guaranteeing the exercise of citizens’ rights through the progressive and gradual reduction of international roaming costs in Bolivia, Colombia, Ecuador and Peru, which is necessary for the advancement of the economic integration process of the Andean subregion.

“The MTC promotes measures to sustain the needs of the new digital economy and the international mobility of end users of the mobile telecommunications service,” added the head of the sector.

At the 173 Extraordinary Meeting of the Andean Committee of Telecommunications Authorities (CAATEL), with the participation of the MTC as the governing body of telecommunications in Peru, a favorable opinion was issued on the proposal made within it, regarding the new wholesale rate scheme indicated in the second transitory provision of Decision 854.
