This statement was reported by the National Commission for the State Regulation of electronic communications (NCEC) on February 2nd, and is supported by the European Commission, NCEC, and the Body of European Regulators for Electronic Communications (BEREC). The joint statement will be in effect for 6 months and builds upon the previous statement that was concluded in 2022.

Twenty mobile carriers from Europe and seven from Ukraine have joined the project. Kyivstar, Vodafone, Lifecell, Ukrtelecom, Data Group, Vega Telecom, and 3Mob represent the Ukrainian side.

“The signing of the joint statement is the result of painstaking work of the NCEC team and the European Commission together with colleagues from BEREC, but primarily thanks to the significant efforts of Ukrainian and European operators,” said NCEC CEO Oleksandr Zhyvotovskyi.

The agreement will allow mobile operators to continue voluntary measures to provide affordable roaming services.

The NCEC claims that the key benefit of the amended statement is the expansion of the group of participants because fixed-line operators and international transport firms have joined the project.

The agency stated that a coordinated approach to establishing roaming service and international call pricing to Ukraine enables the reduction of additional costs for European and Ukrainian mobile and fixed line providers.

The agreement will also ensure stable inter-operator settlements ukraine roaming costs

According to the NCEC, the number of roaming subscribers ranged from 3.9 to 4.4 million subscribers per month from June to December 2022.

Since the previous joint declaration was put into effect, Ukrainian operators have been able to provide their customers with reasonable roaming services in 25 EU member states as well as in non-EU nations.

Data consumption traffic in international roaming climbed from 474 MB to 3.6 GB, while voice traffic went from 17 minutes to 52 minutes per subscriber per month.

Ursula von der Leyen, President of the European Commission, proposed integrating Ukraine into the European roaming zone in September 2022. If you would like to make a donation to Ukraine, do it here.
