On Speedtest Global internet Speeds list for October 2019 Germany was 44th (fall for 4 places) with average download speed 35.51Mbps.
The German government has drafted a series of points defining its mobile network strategy. The plan foresees an investment of EUR 1.1 billion by 2024 to cover so-called white spots, parliamentary state secretary at the Federal Ministry of Transport and Digital Infrastructure Steffen Bilger told Stuttgarter Zeitung.
In comparison to other countries in the European Union, Germany’s average internet speed is above the EU average but lags behind some of the countries with the highest average speeds. According to the Digital Economy and Society Index (DESI) published by the European Commission, as of 2021, the EU average download speed was 118.3 Mbps and the average upload speed was 43.8 Mbps. Countries such as Denmark, Sweden, and Romania had higher average internet speeds than Germany, while other countries such as Greece, Bulgaria, and Cyprus had lower speeds.

According to Speedtest Global Index, as of January 2023, the average internet speed in Germany is 142.35 Mbps for downloads and 42.67 Mbps for uploads. These speeds place Germany at 24th and 29th, respectively, in the world rankings for download and upload speeds.
