Tiscali Mobile authorized to charge extra for EU Roaming
With introducing “Roam like at home” rule, operators must guarantee (in the EU) the roaming principle at the same domestic rates, but they are not obliged to guarantee the same content (especially the GB of data) in Italy and abroad.
It is possible that those who have 30GB in Italy can have only 4 GB abroad, it all depends on the conditions set up by the operator and the cost of the offer in Italy.

Tiscali Mobile, which is not an infrastructural operator, has adhered from the beginning to the principle of roam like at home, but in the pages of the assistance have reported a simple form that allows customers to calculate the amount of GB of their plan rates that can also be used abroad.
Today, by replicating a similar resolution concerning Fastweb, AGCOM allows Tiscali Mobile to apply a surcharge to roaming services for 12 months from 31 July 2018 and according to these maximum values: 3.2 € cents / minute for calls (outgoing); € 1 cent for SMS (outgoing) and € 0.6 cents / MB for data traffic (€ 0.45 cents from January 1, 2019).
What does this mean, in practice? That Tiscali, having demonstrated to the authority that “it is not able to recover the costs incurred for the provision of retail roaming services because the negative net margin for the provision of such services exceeds 3%”, can avail itself of an exemption at the beginning of the roam like at home and charge an extra fee for the minutes, text messages and data traffic consumed in the European Union.
What differences this brings for customers?
Almost none. Voice and text messages will not suffer any limitation, while for the data the fair usage policy will continue to be applied according to the formula (2x (offer costs without Tax / 6) = Number GB in Roaming).
