Local SIM Cards: Currently in 2021, Croatia has three network operators:
  • Hrvatski Telekom (owned by Deutsche Telekom, formerly called T-Moblie)
  • A1 Croatia (owned by Telekom Austria, formerly called vip)
  • Telemach (formerly called Tele2)
Prepaid SIM card registrations in Croatia do not require any form of ID yet.
SIM cards are widely available, at news stands, service stations, supermarkets and the operator’s stores without registration. On same places you can purchase top-ups, which are printed on a POS slip and provide you with typically 14 digit code and top up instructions. All three network operators offer special Tourist SIMs only for foreign visitors. These offers are often available for the summer season only from May to October, but turn up very similar every summer.
The mobile market has one of the highest penetration rates in the Balkans region. Three Croatia Telecom Companies dominate, though there is also room for a small number of MVNOs. Operators have focused on developing revenue from mobile data services, and to this end considerable investment is ongoing in upgraded network infrastructure, despite the poor economic climate which has held back customer spend.
