Consumers who do not want to be called or messaged by merchants offering products and services will finally be able to sign up for the NE ZOVI register and protect themselves from pushy salespeople and advertisers in January.
The regulation that determines how citizens will register for this register has finally been adopted and will come into force on January 5, next year.
After that, all mobile and fixed telephony operators will be required to allow their users to register for the new register if they wish.
The NE ZOVI register is foreseen by the Consumer Protection Act and should have been operating for a long time. It was precisely the regulation that defined the conditions of registration that were awaited.
This register should prevent the intrusive practice of companies that offer various goods and services to citizens through phone calls, messages, and emails.
- The operator enters or removes data in the NE ZOVI Register without charge, which has a contract with the telephone number user for the use of publicly available electronic communication services, and upon request of the telephone number user – is prescribed by this regulation.
Who can register for the Register?
The entry or deletion of an individual number in the NE ZOVI register, as prescribed by the regulation, can only be requested by the telephone number user.
This can also be done by consumers who use a prepaid number, but only if they are registered users with an operator.
How to register for the Registry
Citizens who want to register for the NE ZOVI register can do so in electronic form or at the operator’s sales point.
In electronic form, the consumer can register through the operator’s website or through an application that the operator makes available to its users.
Those who want to register at the operator’s sales point can do so by having the operator, after previous identification of the applicant, fill out the request in electronic form.
If the operator does not have the technical capabilities to receive the request electronically, either through the website or through the application, it must accept the request in paper form, which is the telephone number the user submits in person at the sales point.
- When the operator receives a request to enter or remove a phone number in the register, it issues confirmation of receipt of the request to the telephone number user in the form and manner in which it received the request. The confirmation of receipt of the request contains the date on which the operator received the request of the telephone number user, as stated in the regulation.
The change that relates to the entry or removal of a phone number is available in the NE ZOVI register on the first day of the following day from the day of the entry or removal of the phone number.
The request for entry or removal of an individual phone number from the NE ZOVI register can be submitted once a calendar month.
When a consumer terminates the contract with the operator for the use of fixed or mobile telephony and does not transfer the number to another operator, the operator removes it from the NE ZOVI register “within the period prescribed by the law governing electronic communications,” as provided by the regulation.
And a consumer who, after terminating the contract, transfers the phone number to another operator, remains registered in the NE ZOVI register.

A trader can use the NE ZOVI register by searching for telephone numbers and dates of entry in two ways.
The first is without registration, and that is with the so-called “yes/no” check, by entering an individual phone number to get data on whether the requested number is entered in the NE ZOVI register.
In the same way, each consumer can check if their number is in this register.
The second way that merchants can search for consumer phones is with registration.
Namely, the trader registers using a username and password, which allows for the download of the entire list of phone numbers and the date of entry of the last change in the NE ZOVI register.

The database of this register contains the name and surname of the telephone number user, the telephone number, the unique taxpayer identification number (JMBG) of the telephone number user, the business name of the operator who entered the data, the taxpayer identification number of the operator who entered the data, the date on which the data was entered, the business name of the operator who removed the data, the taxpayer identification number of the operator who removed the data, and the date on which the data was removed.
- The NE ZOVI register is public in the part that relates to phone numbers and dates of entry, as stated in the regulation.
Checking the phone numbers registered in the NE ZOVI register is possible on the website of the regulatory body responsible for electronic communications, RATEL.
