MTEL Urban TRAVEL Plan Adds 28GB Roaming Across Europe

Montenegro’s MTEL has introduced Urban TRAVEL, a new postpaid plan designed for customers who want one mobile subscription to work at home, across the Western Balkans and during wider European trips.

Priced at €28 per month, the plan combines domestic connectivity with dedicated roaming allowances rather than forcing users to activate a separate travel pass every time they cross a border. That makes it particularly relevant for Montenegrin customers who regularly move between the region and EU markets for work, family visits or holidays.

Three data buckets

Urban TRAVEL includes 28GB of high-speed data in Montenegro, 28GB for use in the WB6 roaming zone and another 28GB for Europe. Once the domestic high-speed allowance is used, MTEL reduces the connection speed to 128kbps. The European allowance excludes Monaco, Belarus, Gibraltar, Iceland, Andorra, Jersey and the Faroe Islands, so travellers should check the destination list rather than assume every European territory is covered.

The voice package is equally travel-focused. Customers receive effectively unlimited domestic calls and SMS, plus 280 minutes and 280 SMS per month toward MTEL-zone networks. Another 280 outgoing minutes are included while roaming in MTEL’s European zones.

MTEL also includes a second SIM card at no extra charge. It can share the primary line’s data allowance, which is useful for a tablet, backup phone or another family member. It is a practical feature, although customers should confirm exactly which data pools can be shared while abroad.

Birthday extras

The launch forms part of MTEL’s 19th-anniversary campaign. Customers who activate Urban TRAVEL between 9 July and 31 August receive what the operator describes as 19 times more internet for the full 24-month contract period.

That sounds generous, but the announcement could be clearer. MTEL does not explicitly explain whether the multiplier applies only to domestic data or also to the separate European and WB6 allowances. For a travel-led tariff, that distinction matters more than the headline number.

The package also includes Siguran Net, MTEL’s network-level security service, for the duration of the contract. New subscribers receive mobile access to the Move entertainment platform and 280GB reserved for streaming through Move. Both benefits require activation through the Moj MTEL app, while Move can also be enabled by SMS.

Phones from €5 monthly

Urban TRAVEL can be paired with several discounted smartphones on a 24-month agreement. The Samsung Galaxy A37 starts at €5 per month, the HONOR Magic8 Lite 512GB at €7, while the Samsung Galaxy A57 and HONOR 600 256GB cost €10 monthly. The HONOR Magic8 Pro is available for €32 per month.

The device offer will appeal to customers already planning an upgrade, but it also raises the real commitment. The tariff alone costs €672 over two years, before adding the handset instalment. Occasional travellers may find a cheaper domestic plan plus a travel eSIM or roaming add-on more flexible.

A sign of where mobile plans are heading

Urban TRAVEL is less interesting because of one oversized promotion and more because it shows how roaming is moving into the core tariff. One Montenegro already markets plans with separate EU/EEA and Western Balkan data, while Crnogorski Telekom offers roaming passes and a travel eSIM alongside its regular subscriptions.

That competitive direction makes sense. The Western Balkans has operated a regional “Roam Like at Home” system since July 2021, and the EU Council authorised negotiations in June 2026 to extend the EU roaming area to the six Western Balkan partners.

If that integration continues, operators will have to compete on simplicity, usable data and transparent limits rather than merely advertising roaming access. Urban TRAVEL is a strong step in that direction. Its main weakness is not the allowance, but the fine print around the 19x promotion. Make that clearer, and MTEL has a genuinely convincing plan for frequent regional travellers—not simply another tariff-wearing suitcase.
